Bill Sisk.  M Phil (Bldg. Tech, Massey University), BBS (Val & Pty Mgmt, Massey University), AREINZ, ANZIV,

Glyn Palmer, Software Engineer. Glyn has worked in the IT field for in excess of 13 years.  His experience
within his specialty of software engineering has encompassed work across various industries including
Banking, Accountancy, Government (Customs, Health and Forestry), Retail Management, IT Support
Management and Property Valuation. His skills range across the full system development lifecycle from initial
analysis right through design, build and implementation. He has spent the past five years working with the VCNZ
development team on the analysis of data (for properties and their sale within NZ) and on assisting with the
design and implementation of the methods used to develop an AVM. He now has an insightful knowledge of
property valuation within NZ. Major applications designed and developed by Glyn include software for Loan
Management, Trust Account Management, Credit Scoring (Finance), Project Management Support (Project
Reporting, Risk Management and Project Cost Estimation), Loyalty Reward Management (for a major Telco) and
a tool for Mobile Phone Price Management.

Dr Nicholas Longford. PhD (Statistics, Leeds University), MSc (Statistics, Sussex University), Prom.Math
(Mathematics, Charles University, Prague). Affiliate, American Statistical Association & The Royal Statistical
Society, UK. Monograph publications: Missing Data and Small-Area Estimation. Analytical Equipment for Survey

published papers in refereed journals and twenty papers in edited volumes. He has been a Consultant

UK Department of Trade & Industry; Centres for Disease Control, Atlanta, GA, USA; Institute for Employment &
Labour Market Research, Nurnberg, Germany; PEAR Laboratory, School of Engineering, Princeton University,

Dr Ray Brownrigg. PhD (Information Science, Victoria University), MSc  (Information Science, Victoria
University). Current position is that of Statistical Computing Engineer in the School of Mathematics, Statistics
and Computer Science of Victoria University of Wellington. Ray joined the University in 1991 as Computer
System Manager for the then Institute of Statistics and Operations Research. Ray's primary responsibility is to
support the technical and administrative computing requirements for the teaching and research staff of the
Statistics and Operations Research group within the school. Ray graduated in 1974 after completing an MSc
degree in Information Science at Victoria University. He then completed a PhD degree in Information Science in
1978, also at Victoria University. His current research interests include the statistical analysis of earthquake
data, and he has an ongoing interest in computing performance issues. Since 1984 he has been associated
with the S statistical software, developed at AT&T Bell Laboratories in the USA. This matured into the
commercial S-PLUS software, and has more recently been reincarnated as the very successful open source R
Software project.

Bill Smith Val Prof., Valuer, Property Consultant

Bill was born in Wellington and knows the market intimately. He has had 40
years experience in valuing, consultancy, development and advising
buyers, owners and tenants in all aspects of residential and commercial
real estate. Over his long career Bill has owned and developed numerous
properties and has been involved with a major Real Estate Agency in a
management role. This experience enables him to have a clear and
practical understanding of the market and specific requirements of clients.
Bill has wide ranging experience in both the practical and academic aspects of valuation, real estate and
construction spanning some 28 years and has experience as an expert witness. He has tutored extensively in
real estate, advanced valuation, financial mathematics and business valuation topics. Work history included a
period as lecturer at Massey University. He has also written several of the Real Estate Institute management
papers available through the Open Polytechnic of New Zealand. He specialises in valuation work in Porirua,
Tawa, Churton Park, Johnsonville & Newlands.

Specialist interests: Bill has additional specialist skills in Construction Valuations, Progress Reports,
Lifestyle Blocks,  Insurance Valuations, Feasibility Studies, Compensation Claims, Depreciation Schedules
Rental Reviews and GST Apportionment.

Darryl has had 18 years valuation experience and has worked for VCNZ for the past 8 years. His areas of
expertise include Porirua, Kapiti Coast and Horowhenua.

Specialist interests: Darryl has specialist skills in Maori Land and Development; Residential Subdivisions,
Rental Reviews, Insurance Certificates, Compensation Claims and New Residential Development.

Steve is from Boston, USA and is a highly experienced property Valuer. He has had 18 years appraisal
experience. His various positions included a period at Fidelity National as a Review Appraiser and Senior
Quality Control appraiser. Steve moved to New Zealand with his New Zealand born wife and three children and  
worked for VCNZ from 2004 until 2010. His current position is with OPUS International where he works primarily
on Public Works Act, compensation issues.
Specialist Interests: Commercial & Industrial Valuations, Rental assessments;  Apartment Development,
Special Purpose Properties, Insurance certificates, Feasibility studies & Compensation.
